Fuchsia: Add LLVM 10.0 configuration headers. These were generated by running the LLVM CMake with a Fuchsia toolchain, from the release/10.x branch of https://github.com/ then copying the include/llvm/Config directory here. The content is exactly the same as the linux one, except for config.h due to platform differences.
