Add VK_KHR_shader_integer_dot_product structs

SwiftShader doesn't support this extension, but dEQP passes these
structs to various functions anyways. And with the Vulkan headers
updated, we can use the canonical names of these structs in switch
statements, instead of their explicit enum values.
