Add pre-commit check for clang-format This pre-commit script will deny commits that are not properly clang formatted. This helps save cycles when dealing with kokoro's style presubmit check. Bug: b/187094215 Change-Id: I666de1cc861b31550eeb944c0736b5b82808daab
