Ignore VK_STRUCTURE_TYPE_IMAGE_VIEW_MIN_LOD_CREATE_INFO_EXT usage

This extension structure enum is part of VK_EXT_image_view_min_lod,
which we don't support. It's a dEQP-VK bug but we work around it for now
to restore coverage for the affected tests.
